P\u00ebr viktimat e luft\u00ebs, autoritetet u referohen ende t\u00eb dh\u00ebnave t\u00eb Fondit p\u00ebr t\u00eb Drejt\u00ebn Humanitare n\u00eb Kosov\u00eb, nj\u00eb organizat\u00eb q\u00eb ka mbledhur d\u00ebshmi dhe ka regjistruar humbjet njer\u00ebzore gjat\u00eb luft\u00ebs.<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Er\u00ebza Ademi<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Politikan\u00ebt n\u00eb Kosov\u00eb p\u00ebrmendin shpesh viktimat e luft\u00ebs s\u00eb viteve 1998-1999, por shpesh ata u referohen atyre me shifra t\u00eb rrumbullak\u00ebsuara. Nd\u00ebrsa \u00e7do vit q\u00eb kalon, hetimi dhe dokumentimi i krimeve dhe d\u00ebmeve po b\u00ebhet gjithnj\u00eb e m\u00eb i v\u00ebshtir\u00eb.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Me raste, ata thon\u00eb se gjat\u00eb luft\u00ebs Serbia ka vrar\u00eb \u201crreth\u201d 12 mij\u00eb shqiptar\u00eb, disa t\u00eb tjer\u00eb e p\u00ebrmendin shifr\u00ebn \u201crreth\u201d e \u201cmbi\u201d 13 mij\u00eb.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">P\u00ebr m\u00eb shum\u00eb se dy dekada, institucionet e Kosov\u00ebs nuk kan\u00eb arritur t\u00eb krijojn\u00eb ndonj\u00eb baz\u00eb t\u00eb sakt\u00eb t\u00eb t\u00eb dh\u00ebnave p\u00ebr viktimat e luft\u00ebs, ndon\u00ebse jan\u00eb krijuar k\u00ebshilla, komisione e institute p\u00ebr ta b\u00ebr\u00eb k\u00ebt\u00eb vler\u00ebsim.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">N\u00eb vitin 2011, Qeveria themeloi Institutin p\u00ebr Hulumtimin dhe Dokumentimin e Krimeve t\u00eb Luft\u00ebs, q\u00eb funksionoi p\u00ebr disa vite dhe u shua n\u00eb vitin 2019, pa mundur t\u00eb hartoj\u00eb nj\u00eb list\u00eb t\u00eb viktimave t\u00eb luft\u00ebs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Qeveria nuk \u00ebsht\u00eb p\u00ebrgjigjur n\u00ebse planifikon t\u00eb nis\u00eb ndonj\u00eb proces t\u00eb regjistrimit t\u00eb viktimave dhe t\u00eb t\u00eb dh\u00ebnave t\u00eb tjera q\u00eb nd\u00ebrlidhen me luft\u00ebn.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nedime Ujkani nga Rezniku i Vushtrris\u00eb ka humbur n\u00ebnt\u00eb an\u00ebtar\u00eb t\u00eb familjes s\u00eb saj n\u00eb prill t\u00eb vitit 1999, kur forcat serbe vran\u00eb 17 civil\u00eb n\u00eb k\u00ebt\u00eb fshat.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAta u vran\u00eb apo u dogj\u00ebn. Ende nuk figurojn\u00eb n\u00eb ndonj\u00eb regjist\u00ebr t\u00eb shtetit. D\u00ebshmitarja e vetme ka vdekur pa pasur mund\u00ebsi t\u00eb d\u00ebshmoj\u00eb p\u00ebr at\u00eb q\u00eb ka p\u00ebrjetuar. Kemi d\u00ebrguar padi gjat\u00eb koh\u00ebs s\u00eb misionit t\u00eb OKB-s\u00eb (UNMIK) dhe Misionit Evropian p\u00ebr Sundim t\u00eb Ligjit (EULEX), por asgj\u00eb deri m\u00eb tash nuk \u00ebsht\u00eb b\u00ebr\u00eb\u201d, thot\u00eb ajo.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Institucionet e Kosov\u00ebs nuk kan\u00eb krijuar ende nj\u00eb regjist\u00ebr zyrtar t\u00eb viktimave t\u00eb luft\u00ebs. Paradoksalisht, p\u00ebr shum\u00eb t\u00eb dh\u00ebna t\u00eb luft\u00ebs referenca e vetme ende \u00ebsht\u00eb Fondi p\u00ebr t\u00eb Drejt\u00ebn Humanitare.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Fondi p\u00ebr t\u00eb Drejt\u00ebn Humanitare n\u00eb Kosov\u00eb dhe Fondi p\u00ebr t\u00eb Drejt\u00ebn Humanitare n\u00eb Serbi kan\u00eb regjistruar m\u00eb shum\u00eb se 13,500 viktima t\u00eb luft\u00ebs n\u00eb Kosov\u00eb dhe kan\u00eb verifikuar identitetet dhe shkaqet e vdekjes s\u00eb t\u00eb pakt\u00ebn 8,000 prej tyre.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Gjithashtu, Fondi p\u00ebr t\u00eb Drejt\u00ebn Humanitare n\u00eb Kosov\u00eb po mbledh informacion shtes\u00eb p\u00ebr rrethanat e vdekjes s\u00eb rreth 5,500 viktimave nga viti 1999 deri n\u00eb vitin 2000.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Amer Alija nga Fondi p\u00ebr t\u00eb Drejt\u00ebn Humanitare n\u00eb Kosov\u00eb thot\u00eb se shteti i Kosov\u00ebs duhet t\u2019i mbledh\u00eb dhe t\u2019i sistemoj\u00eb t\u00eb dh\u00ebnat p\u00ebr viktimat e luft\u00ebs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cKosova duhet t\u00eb krijoj\u00eb nj\u00eb mekaniz\u00ebm ku do t\u2019i mbledh\u00eb t\u00eb gjitha t\u00eb dh\u00ebnat nga t\u00eb gjitha burimet, p\u00ebrfshir\u00eb edhe dokumentet gjyq\u00ebsore vendore dhe nd\u00ebrkomb\u00ebtare q\u00eb nd\u00ebrlidhen me luft\u00ebn n\u00eb Kosov\u00eb\u201d, thot\u00eb Alija.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nd\u00ebrsa Kushtrim Koliqi nga organizata Integra, puna e s\u00eb cil\u00ebs fokusohet te paqja, pajtimi dhe t\u00eb drejtat e njeriut, thot\u00eb se hulumtimi dhe dokumentimi i humbjeve njer\u00ebzore k\u00ebrkon shum\u00eb p\u00ebrpjekje.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cKa nj\u00eb munges\u00eb serioze t\u00eb t\u00eb dh\u00ebnave t\u00eb luft\u00ebs dhe gjithashtu ka munges\u00eb serioze t\u00eb iniciativave t\u00eb shtetit p\u00ebr dokumentimin e krimeve t\u00eb kryera\u201d, thot\u00eb Koliqi.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSi pasoj\u00eb e k\u00ebsaj, politikan\u00ebt kosovar\u00eb luajn\u00eb me numra. Loja me numra \u00ebsht\u00eb e rrezikshme p\u00ebr shkak t\u00eb munges\u00ebs s\u00eb t\u00eb dh\u00ebnave t\u00eb viktimave, si: masakrat, dhunimet e grave dhe vrasja e f\u00ebmij\u00ebve\u201d, &nbsp;thot\u00eb Koliqi.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cE v\u00ebrteta e plot\u00eb tregohet vet\u00ebm kur ke baz\u00eb n\u00eb evidenc\u00eb dhe dokumentim. &nbsp;Shoq\u00ebria civile ka kontribuar n\u00eb k\u00ebt\u00eb \u00e7\u00ebshtje, por nevojitet q\u00eb t\u00eb dh\u00ebnat p\u00ebr k\u00ebt\u00eb \u00e7\u00ebshtje t\u00eb jen\u00eb t\u00eb plota dhe zyrtare\u201d, thot\u00eb ai.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Koalicioni KOMRA, nj\u00eb aleanc\u00eb e OJQ-ve n\u00eb vendet q\u00eb dol\u00ebn nga shp\u00ebrb\u00ebrja e Jugosllavis\u00eb, vitin e kaluar publikoi nj\u00eb hart\u00eb q\u00eb dokumenton viktimat e luft\u00ebs n\u00eb ish-Jugosllavi dhe ofron t\u00eb dh\u00ebna p\u00ebr rreth 130,000 persona q\u00eb u vran\u00eb ose u zhduk\u00ebn n\u00eb konflikte t\u00eb ndryshme.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ky koalicion rajonal, q\u00eb synon t\u00eb krijoj\u00eb nj\u00eb komision t\u00eb s\u00eb v\u00ebrtet\u00ebs p\u00ebr t\u00eb v\u00ebrtetuar faktet e plota p\u00ebr luft\u00ebrat n\u00eb ish-Jugosllavi, po punon p\u00ebr krijimin e list\u00ebs s\u00eb par\u00eb t\u00eb plot\u00eb t\u00eb t\u00eb gjith\u00eb t\u00eb vrar\u00ebve n\u00eb konfliktet ballkanike, nga viti 1991 deri n\u00eb vitin 2001.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong><em>Ky shkrim \u00ebsht\u00eb produkt i trajnimit online p\u00ebr raportim gazetaresk n\u00eb fush\u00ebn e Ballafaqimit me t\u00eb Kaluar\u00ebn (BmK) \/Gazetaria e sensibilizuar p\u00ebr konflikte, implementuar nga forumZFD-Programi n\u00eb Kosov\u00eb.
